Primary Location: Costa Rica Education: Associate’s Degree/College Diploma Job Function: Procurement Schedule: Full-time Shift: Day Job Employee Status: Regular Travel Time: Yes, 25 % of the Time Job ID: 17047085 Description Reporting to the Chief Procurement Officer, this position is responsible for leading the global eServices functions supporting Contract Quality Assurance and Sourcing Event Management (eRFx and eAuction), local leadership of the Sourcing team located in a Citi Service Center (CSC) location, and the overall site leadership for the broader Enterprise Supply Chain function. This position interacts with all levels of management in a Global matrix reporting structure. Responsibilities of this role are divided into two equally important categories: The Enterprise Supply Chain Costa Rica Citi Service Center (CSC) Site Lead ensures strict alignment with overall CSC Governance Framework through Costa Rica CSC Head, ensuring consistent site governance model and standard expectations and best practices (Site Management, Site Governance, Communication, Culture, Talent, Community Investment). Establishes and maintains Processes for proper management and controls of all site level administrative activities related to ESC such as: Ensure staff adhere to Citi policies, work laws; review and approve expenses, vacations, holidays, etc. Develop and manage overall ESC site recruitment, talent development and retention strategies Site level budget and expense management Promote local community and site activities; lead by example Monitor and manage attrition at a site level; drive local VOE programs; manage local team morale Support local recruiting; recommend critical role and talent designations Provide compensation recommendations to non-local managers to ensure consistency/fairness with local site and administer annual compensation process in close coordination with functional management Responsible for defining and implementing resource “Onboarding Processes” for ESC, working in partnership with CSC Costa Rica Leadership. Works in conjunction with ESC Managers defining On-Boarding plans as well as execution Works in close collaboration with HR and the CSC Head and Management team on promoting various employee initiatives ( eg. reviews site VOE results, creates working committees to address people issues at the site, sponsors site diversity networks and Direct reporting line to Citi Chief Procurement Officer and matrix report to Costa Rica CSC head. The Citi Service Center (CSC) Site Sourcing Lead is responsible for the local management of the Sourcing resources located in a Citi Service Center (CSC) location. Local management responsibilities for all CSC Sourcing resourcing including matrix reports who also report directly to a Functional manager located in another country include: Provide local day to day leadership/oversight, HR support, administrative support and coaching to develop local resources Support and ensure the utilization of local training as available Facilitate regular meetings with Functional Managers to ensure ongoing alignment across all objectives Manage local stakeholders and ensure alignment with functional management Working closely with Category/Functional leadership, Analyze workload, load balance resource allocation and reengineer /eliminate low value work items Drive process standardization and continuous improvement in concert with functional management Manage local resource schedules to ensure workload and critical business dates are supported Provide foundational sourcing / process / professional development, ensure shadow assignments, identify candidates for stretch assignments Qualifications Knowledge/Experience Minimum of 10 years progressive strategic sourcing management experience in a global or multi-national organization, ideally in financial services; Knowledge of Citi businesses and organizational structure including Citi global footprint and Citi Service Center model Sourcing expertise across multiple indirect spend categories of spend as noted above; Ability to develop strong relationships, negotiate areas of difference and build consensus across the global organization as well as with external suppliers, as appropriate; Ability to implement and manage appropriate risk and control frameworks to mitigate supplier and contractual risks; Excellent knowledge and understanding of sourcing best practices, market intelligence and process improvement; Expertise in developing long term sourcing strategies and compelling value propositions for aggressive sourcing approaches Skills: Fluent English, excellent written and oral communication skills. Bi-lingual Spanish preferred. Expert level analytical skills with the ability to break complex subjects into manageable pieces, analyze business requirements, modeling creative deal structures and target a course of action Expert negotiation and contracting skills Advanced change management skills including stakeholder management, change curve and communication Expert level consulting skills to include relationship management, customer satisfaction, understanding customer needs, building business cases, and facilitation Advanced communication/presentation skills as well as the ability to collect and share constructive feedback Must have advanced cross-cultural and cross-functional collaboration skills Comfort with C-Level interactions and expert capability for managing up and down the organization Qualifications: MBA degree or similar professional experience (Operations Management, Management Sciences, Engineering Management, Technology and Management) Competencies: Conveys a sense of urgency, ownership, end-to-end issue resolution and persists/succeeds despite obstacles and opposition. Well organized when working under pressure Ability to work and thrive in a flexible matrix organization with focus on networking Advanced people management and leadership skills – capable of developing and leading high performance teams through difficult and adverse conditions
